Jefferson County Bar Association

Veterans Legal Initiative

About the Initiative

The Veterans Legal Initiative is part of the statewide Texas Lawyers for Texas Veterans (TLTV) initiative, a program begun by the State Bar of Texas and funded by The Texas Access to Justice Foundation (TAJF) to ensure that organized legal clinics exist throughout the state to specifically assist military veterans who cannot afford or do not have access to basic legal services.

The Veterans Legal Initiative provides basic legal services to Jefferson, Hardin, Orange, Liberty and Chambers County U.S. veterans and the spouses of deceased veterans through FREE legal advice clinics throughout the year.  In addition to the clinics, the JCBA hosts bi-monthly topic-specific legal seminars at the Beaumont VA Outpatient Clinic.  For veterans needing legal representation and who financially qualify, ProBono attorneys will be assigned.  The financial guidelines have been adjusted for veterans allowing income up to 200 percent above the poverty level.  All clinics and seminars are open to any Jefferson, Hardin, Orange, Liberty or Chambers County U.S. veteran or spouse of a deceased veteran free of charge.

Since the inception of our bar’s Veterans Legal Initiative in 2010, the program has served over 375 veterans with advice and counsel and/or legal representation.  More than 120 attorneys have volunteered to assist with the Veterans Legal Initiative.  The volunteer attorneys have embraced the veterans program and are eager to provide legal advice to veterans on issues such as family law, wills and probate, consumer issues, landlord/tenant law, tax issues, bankruptcy, employment, foreclosures, and veterans’ benefits and disability claims.

The Veterans Legal Initiative is now part of a coalition of bar associations in 17 Texas counties that provides free legal advice clinics and legal representation to U.S. veterans through clinics scheduled periodically in the following counties:  Bell, Brazoria, Chambers, Fort Bend, Galveston, Grimes, Hardin, Harris, Jefferson, Liberty, McLennan, Montgomery, Orange, San Jacinto, Travis, Walker and Waller.

The Veterans Legal Initiative is made possible by grants from the Texas Access to Justice Foundation, and the Jefferson County Bar Association Foundation.  TAJF is the leading funder of civil legal aid to the poor in Texas.  Created in 1984 by the Supreme Court of Texas, TAJF awards millions of dollars per year that benefits hundreds of thousands of low-income Texans annually including victims of crime, abused and neglected children, veterans, the elderly and the homeless.
