FIRST STEP TO APPLY FOR FREE LEGAL ASSISTANCE:  In order to qualify for the Pro Bono Program, you must apply through Lone Star Legal Aid. They take phone applications (409)835-4971 or you can apply online at


The mission of the program is to provide legal assistance in civil matters to indigent and low income clients living in Jefferson, Hardin, Liberty and Orange Counties. 


The Pro Bono Program is partially funded by a grant from BCLS. These funds exist in order to help those in need of legal services who are unable to pay for them.

It is the goal of the Jefferson County Bar Association Pro Bono Program to provide legal representation to residents of Jefferson County who cannot afford to hire an attorney.  The program relies entirely on local attorney volunteers to perform these services without pay. 
If any information provided to this office is found to be incomplete or untrue, the applicant’s eligibility will be terminated immediately and any attorney who has agreed to accept the case will be allowed to withdraw from that representation.

Every effort will be made to provide adequate service for Spanish speaking applicants.

Who is Eligible?

Applicants must be at or below the poverty guidelines set by the federal government. 

Applicants must be a resident of Jefferson, Hardin, Liberty or Orange Counties.  Applicants must be a United States citizen or be a properly documented non-citizen.

Applications are screened by Lone Star Legal Aid, which makes the final determination of eligibility for the program.

Bear In Mind

The pro bono office does not employ staff attorneys and cannot give legal advice of any kind.  We rely on local attorneys who donate their time and expertise.

An attorney will only agree to accept a case when there is adequate time to properly represent a client.

You are one of MANY clients who need help.  We will try to place your case with an attorney, but if time is crucial to your case, it may be in your best interest to pursue other avenues. 

The processing time between receiving the application and an initial contact from an attorney is approximately three to four weeks, but may be longer depending on demand.



DO NOT miss any appointments with the attorney. 

Your payment is courtesy and honesty. 

Please notify the program is any personal information changes. 

Keep in mind that the legal processes takes time; do not expect your case to be handled more quickly than is possible.
